Introduction
To originate, structure, manage and grow the Development Finance portfolio through proactive business development, sound credit assessment, strategic stakeholder engagement and effective operational oversight. The incumbent is responsible for sourcing commercial and residential development finance opportunities, assessing the viability of property developments, preparing and presenting development finance applications, and managing approved facilities throughout their lifecycle. The position furthermore provides leadership and oversight of the Collateral, Progress Payments and Bond Cancellation functions, ensuring compliance with approved lending conditions, regulatory requirements and operational standards while delivering exceptional customer and stakeholder service. KEY PERFORMANCE AREAS (KPAs)

1. DEVELOPMENT FINANCE AND BUSINESS DEVELOPMENT
1.1 Business Development
• Identify, develop and secure new commercial and residential development finance opportunities.
• Develop and maintain a pipeline of development finance transactions.
• Build long-term strategic relationships with property developers and industry stakeholders.
• Drive sustainable growth and profitability of the Development Finance portfolio.
• Represent the Bank at stakeholder engagements, networking events and industry forums.
 
1.2 Development Finance Structuring
• Conduct assessments of proposed development projects.
• Analyze project feasibility, financial viability and associated risks.
• Structure development finance solutions aligned to customer and Bank requirements.
• Negotiate financing structures with developers and stakeholders.
• Ensure facilities are aligned with approved credit and risk parameters.

1.3 Credit Application Management
• Review and prepare development finance applications.
• Ensure all required information and supporting documentation are obtained.
• Prepare detailed submissions and recommendations for Credit Committees.
• Present applications to relevant approval authorities.
• Facilitate implementation of approved conditions.

1.4 Portfolio Management
• Monitor approved development finance facilities.
• Monitor project progress, facility utilization and repayment performance.
• Identify emerging risks and implement corrective actions.
• Ensure portfolio quality and profitability are maintained.

2. STAKEHOLDER RELATIONSHIP MANAGEMENT
2.1 Developer Relationship Management
• Act as relationship manager for key property developers.
• Conduct regular portfolio and project review meetings.
• Maintain strong working relationships to facilitate future business opportunities.
• Provide professional advisory support regarding development finance matters.

3. COLLATERAL AND SECURITIES MANAGEMENT

• Oversee and manage collateral requirements for all development finance facilities.
• Ensure security documentation is obtained and executed correctly.
• Monitor compliance with approved collateral conditions.
• Ensure outstanding collateral matters are resolved timeously.

3.2 Securities Management
• Manage and monitor all securities and guarantees.
• Ensure security perfection requirements are fulfilled.
• Liaise with relevant departments regarding collateral exceptions.
• Ensure security records are maintained accurately.

3.3 Compliance
• Ensure compliance with Bank policies and procedures.
• Ensure adherence to FICA, KYC and regulatory requirements.

4. MANAGEMENT OF PROGRESS PAYMENTS
4.1 Progress Payment Control
• Oversee the administration and control of progress payments.
• Ensure all conditions precedent to payment have been complied with.
• Verify progress inspections and support documentation.
• Monitor project drawdowns against approved budgets.

4.2 Project Funding Oversight
• Monitor utilization of development facilities.
• Ensure funding requests are aligned to actual project progress.
• Identify and escalate funding risks.
• Ensure appropriate control over undisbursed facilities.

4.3 Service Delivery
• Ensure progress payment turnaround times meet service standards.
• Facilitate efficient communication between all stakeholders.
• Resolve delays impacting payment processes.

5. MANAGEMENT OF BOND CANCELLATIONS
5.1 Bond Cancellation Administration
• Manage and oversee the Bond Cancellation function.
• Monitor service standards and turnaround times.
• Ensure cancellation processes comply with Bank requirements.
• Monitor settlement quotations and guarantees.

5.2 Stakeholder Engagement
• Liaise with attorneys, conveyancers and clients regarding cancellation processes.
• Resolve cancellation-related queries and escalations.
• Ensure excellent client service throughout the process.

5.3 Cost Recovery
• Ensure recovery of all applicable fees and charges.
• Monitor departmental efficiencies and cost management.

Minimum requirements

EXPERIENCE / KNOWLEDGE & SKILLS
• Minimum 8-10 years' experience in banking, property finance, development finance, or a related financial services environment.
• Minimum 5 years' management experience.
• Proven experience in commercial and residential development finance.
• Experience in business development, portfolio management, and stakeholder engagement.
• Sound understanding of credit, risk, and lending principles.
• Working knowledge of collateral management, progress payments, and bond cancellation processes.
• Strong financial analysis, report writing, and presentation skills.
• Sound understanding of the property development lifecycle and associated industry stakeholders.
• Knowledge of applicable banking, regulatory, and compliance requirements.
• Proficiency in Microsoft Office applications.

QUALIFICATIONS
• Grade 12 (Matric).
