Introduction
Bank Windhoek Retail Banking Services has the following vacancy available: Head: Specialist Finance PRIMARY PURPOSE OF THIS POSITION Responsible for the overall leadership, performance management and oversight and routine running of all Specialist Finance branches (Vehicle & Asset Finance, Property Finance, and BW Finance Pty Ltd) in an overseeing capacity which includes Human Resources, Credit, Administrative, Sales, Risk, Audit and Finance matters. Also responsible for handling all customer related queries in regard to the Specialist Finance branches on behalf of Customer Relationship Management (CRM). Is responsible for leading and motivating staff to deliver excellent sales and customer service to ensure market share growth and customer retention in line with Retail Banking business directives. Responsible for driving the bank’s overall Instalment Sales and Residential mortgages market share growth, supporting & collaborating with Business to drive growth and monthly performance reporting to the Executive Officer: Retail Banking Services. Assist branches on receipt of any adverse feedback (e.g. credit visitation, credit rating, MAS visitation, HR visitation, RBS Assessment or Internal Audit) to directly fulfill the respective duties of the mentioned supporting services departments within their line and scope of responsibility.

KEY PERFORMANCE AREAS (KPA’S)
 
This role is responsible for overseeing the following:
1.    Customer Focus
•    Drives and maintains excellent customer experience and standards 
•    Understands requirements of priority clients and ensures that clients receive personal service
•    Is responsible for ensuring that clients are handled in a professional manner and that the information provided is     
      correct 
•    Conducts regular branch visits and builds strong business relationships with branches.

2.    Sales Focus
•    Ensures that contracted financial and sales targets are achieved
•    Conducts needs analysis/market research to ensure competitiveness of the Specialist Finance branches.
•    Sets business plans for the financial year that support that support the delivery of the Bank’s strategy
•    Evaluates loan applications and makes recommendations to Credit for approval or declining at source 
•    Develops and maintains sound relationships with strategic stakeholders that impact the Specialist Finance branch     
      businesses
•    Builds relationships with Credit department and the branch network to ensure good turn-around times on customer
      applications.
•    Liaises with the Marketing Department to promote the Specialist Finance branches products
•    Makes presentations and co-ordinates Specialist Finance Branch marketing and sales campaigns
•    Proactive in identifying marketing prospects to meet the sales objectives of the Bank 
•    Scrutinize and discuss the Specialist Finance Branches Sales Plan and pursues opportunities to grow business 
 
3.    Credit Administration
•    Manages the interest rate margins across the book except for those agreed by Credit Department. This is a
      Performance Management KRA. 
•    Assist Branch Managers with credit applications when required (although no mandate holder)
•    Assist branches with negative trends contained in the Credit Exception Reports and the monthly returns. This serves
     as an extended arm of Credit Department.
 
4.    Risk Management
•    Review and monitor regulatory and compliance frameworks to ensure that Retail Banking including specialist
      finance, adheres to the Group’s standards, processes, procedures, and controls.
•    Measure, monitor and proactively manage credit and operational risk in a manner that fulfils the Bank’s strategic
      goals and is in line with the Bank’s Risk Appetite.
•    Ensure that the reputation of the Bank is protected and adequately represented.
•    Ensure that adequate controls are in place to mitigate risks.
•    Discuss and monitor the findings on previous Management Assurance Services (MAS) Audit Report and the current
      progress on all adverse comments therein. 
•    Discuss the latest Risk Control Self-Assessment (RCSA) feedback to risk and address all listed shortcomings.
•    Oversee and discuss the effective use of the Internal Control Questionnaire (ICQ) list with management in order to
      minimize credit related risk issues.

5.    Collateral Administration
•    Discuss and monitor the previous MAS Audit Report and the current progress on all adverse comments therein.
•    Oversee and discuss the effective use of the ICQ list with management in order to minimize collateral related risk
      issues.
 
6.    Customer relationship management
•    Building and maintaining proper relationships with Line management, branch staff, Support Services and clients.
•    Ensure that the CRM model as prescribed is maintained within the Branches

7.    Administration Support
•    Discuss any identified fee leakage and recommend remedial action to ensure correct recovery into the Non-Interest
      Income pool.
•    Discuss and monitor the previous MAS Audit Report and the current progress made on all adverse comments
      therein.
•    Address and assist HR with any long outstanding leave issues
•    Exercise control over pool vehicles.
•    Discuss and address any deviated data quality and FIA compliance management issues.
•    Oversee and discuss the effective use of the ICQ list with management to minimize administrative and routine
      related risk issues.
•    Scrutinize business continuity plan and provide suggestions where need be
•    Discuss and monitor all Financial Stats/Branch Assessments i.e. Advances/Funding/Interest Income/Non-Interest
      Income/Expenses/Net Profit and address any shortcoming or deviations as well as the management thereof under
      report to RBS.

8.    People Management
•    Provide input into the interviewing and hiring process of staff. 
•    Voluntarily assist with on-the-job training and coaching to branch management in areas where the need arises to
      ensure that sufficient expertise is available to perform the job 
•    Moderation of job performance reviews of branch employees 
•    Ensure staff always portray professional image and appearance
•    Discuss and assist Branch Managers with HR issues such as transfers, promotions and disciplinary actions etc.
•    Monitor the management and implementation of succession planning at respective branches
•    Monitor the management and achievement of Employment Equity targets
•    Performance management, Talent management, and Succession planning of all staff who directly report to the EMT. 

Minimum requirements

EXPERIENCE/KNOWLEDGE & SKILLS

·        At least eight (8) years general banking experience of which 5 years must be on management level.

·     Knowledge of national economic, society and industry-specific trends in relation to the Specialist Finance business (Vehicle & Asset Finance, Property Finance, ESME and Bank Windhoek Finance).

·        Thorough knowledge of the markets and competitor products and services.

·        Good Knowledge of the laws/policies/practices relating to Specialist Finance business units.

·        Good Knowledge of the Banking Act and related acts.

·        Excellent Budgeting and planning skills, skills in analyzing and evaluating financial information.

·        Willingness to travel if required.

 QUALIFICATION

  • B. Com or equivalent degree in Business Administration, Finance or Property Management, and a Post-graduate Degree will be an added advantage.
