Introduction
The Manager Property in Possession reports to the Manager Operations Support and must assist and is responsible for the overall financial and operational management of the residential, commercial, and industrial properties bought in at a Sale in Execution as “Properties in Possession” (PIP’s). Accountable for the effective and efficient management and administration of all properties in possession in compliance with the Bank’s Authority Matrix, regulations, and procedures. KEY PERFORMANCE AREAS (KPAs)      
                                                                                         
1.     Property Management
 
1.1.   Ensure that all properties bought in by the Bank at a Sale in Execution/consent through a Power of Attorney are effectively managed, marketed and sold to prospective buyers in compliance with the Bank’s policy and authority matrix.
1.2.  Administration and liaison with Bank’s conveyancing lawyers to transfer the properties in the name of Bank Windhoek within the regulatory six (6) months after property was bought in or if property managed on behalf of client under a Power of Attorney.
1.3. Ensure effective marketing of all properties to conclude the ultimate sale of the properties within the best possible time frame and within five (5) years of bought in as per Banking Institutions Act.
1.4.    Assess and evaluate all offers to purchase by interested buyers within 48 hours.
1.5.     Ensure the vacant properties are secured by security guarding and no vandalizing takes place.
1.6.    Effective key management and control of all vacant properties.
1.7.     Manage property rentals by close liaison and control over the rental management of all vacant properties and administered by external and approved service provider.
1.8.     Negotiating and enforcing lease agreements with tenants, maintenance and ensure that properties are maintained in a good condition.
1.9.     Establish contracts with tenants by negotiating leases and collecting monthly rental payments per property.
1.10.   Establish and maintain relationships with tenants.
1.11.    Effectively address tenant complaints, violations, and problems
1.12.    Ensure that regular inspection of all properties is done by the contracted service provider.
1.13.    Coordinate the applications for building compliance with Municipalities to ensure an effective and successful conveyancing process.
1.14.    Timeous arranging of payment of all invoices related to the maintenance of the properties, payments of all outstanding Body Corporate levies and outstanding municipality service fees, i.e. rates and taxes, water & electricity.
1.15.     Prepare the annual budget and report on financial performance regularly
1.16.     Manage service level agreement with contracted service provider to assist in the property management.
1.17.     Ensure effective and efficient management and administration of all PIP Title Deeds in compliance with the Bank’s policies and procedures.
1.18.     Ensure that effective fire insurance is in place with all PIP’s.
1.19.     Prepare and maintain all records, correspondence, and files on all properties in possession.
1.20.     Compile and prepare monthly reports on all PIPs for submission to monthly MANCO and EMT meetings.
 
2.     Compliance, Risk and Support
 
2.1 Oversee the effective and efficient management and administration of legal actions and internal processes and procedures to ensure compliance with the Bank’s risk framework to minimise risk on the PIP’s.
 
2.2 Collaborate with other relevant internal stakeholders such as Risk department, Credit Department, Legal Branch and Conveyancing Lawyers in managing all risks related to all PIP’s.
 
2.3 Provide support and guidance to various stakeholders such as branches, attorneys, etc. on risk matters related to the PIP’s
 
3.     Customer Focus
 
3.1.           Effectively provide guidance to branches and individuals on any enquiries regarding PIP’s.
3.2.           Ensure that all expenses related to PIP’s are authorised and maintained within the Authority Matrix.
 
4.     People Management
 
4.1.1.     Ability to manage and maintain service standards with estate agents and staff regarding the PIP portfolio/properties under consent through a Power of Attorney.
4.1.2.     Ability to work cooperatively in a team environment.
4.1.3.     Ensure succession planning within the business area.

Minimum requirements

5.     Experience /Qualifications/Requirements
 
5.1. Grade 12
5.2.            A diploma in Property Management/Estate Agent or any other property management related courses and certifications.
5.3.            Minimum of 2 – 3 years’ experience in property management and conveyancing processes.
5.4.            Understand the Conveyancing and Banking Institution Acts regarding PIP’s.
5.5.            Excellent knowledge and experience of MS Word/Excel/PowerPoint/MS outlook
5.6.            Good knowledge and understanding of Property in Possession management.
5.7. Valid Driver’s License – not negotiable.
