The purpose of this role is to act as an independent oversight role of market and liquidity risks faced by the bank. The position responsibilities include ALM forecasting, quantitative analyses, statutory reporting, strategy development and implementation along with providing support to the other banks in the Group

KEY PERFORMANCE AREAS
 
 
Forecasting ALM
ALM modelling/forecasting
  • Prepares and aggregates data for modeling and forecasting activities in support of business and regulatory requirements.
 
Scenarios/ Growth targets
Developing, evaluating and forecasting balance sheet scenarios.

Comparison to budget
  • Compares the actual figures with that of the budget as provided by Finance department. This comparison will indicate on which products the Bank are on track, behind or ahead of budget, indicating where the weaknesses are and where to focus resources/strategies.
 
ALM position
ALCO report, MIS, Historical trend analysis
  • Produces analytics and reports on historical data that support recommendations consistent with management's directives that are consistent with directives of the Board of Directors, ALCO and the Bank's governance structures.
 
FTP reporting
  • Control/Assist and reports on the Bank’s Funds Transfer Pricing (FTP) framework.
 
ALM Strategy
Create, review and maintain (strategies)
  • With the assistance of ALM tools/techniques, applies expertise in creating strategies, reviewing them and ensuring the proper maintenance and tracking of implemented strategies.
 
Quantitative analysis, support strategic decision
  • Using independent judgment and discretion, assists in performing varying financial analysis (may be transaction, portfolio, etc. based), conducting research and preparing reports.
 
Research supported
  • Conducts research, gathers information and may be responsible for the analysis of varying types of financial instruments for the Bank.
 
Action plans
  • Assesses and effectively manages the ALM objectives and activities to ensure activities are driven and completed to reach goals.
 
Support of budget, driving factors
  • Forecasts figures based on different business strategies, macro-economic forecasts and other driving factors to support budget decisions.
 
ALM group
 Reporting
  • Responsible for collating the ALCO report of the different banks in the group.
 
Administration
  • Responsible for the secretarial duties of the ALCO group meetings.
 
SLA- Group Support
  • Provides support to group regarding ALM reporting, techniques and expertise as per service agreement.
 
ALM Policy
Policy/TOR of ALCO, Interest Rate Committee, Group ALCO
  • Assesses the relevancy of each of the above mentioned ToR documents when it is due for review a coordinating the feedback received from the members.
 
Self-assessment, KRI, RCSA
  • Responsible for ensuring the market and liquidity risk frameworks are adequate by maintaining and assisting with the KRI, self-assessments and RCSA processes.
 
RCAT
  • Provides support to and influence decisioning in the Risk Capacity Appetite and Tolerance threshold determination through statistical and mathematical analyses.
 
Statutory reporting
Compiling returns
  • Compilation of statutory returns for use by Finance department and their reporting to Bank of Namibia.
 
Continuity -TMO: Officer
  • Provide needed support in the absence of the TMO Officer.

Minimum requirements

EXPERIENCE/KNOWLEDGE & SKILLS
 
·        At least 5 years in a bank, preferably in a ALM and risk environment
·        Experience with the Regulatory environment for Banks and specifically the business/economic environment.
·        Experience with enterprise-wide risk management practices, governance and reporting processes
·        Experience with dealing with reporting processes to board committees and corporate governance standards.
·        Knowledge of market, liquidity and FX risk measurement techniques.
·        Understanding of structure and value drivers of retail, wholesale and treasury banking products.
·        Knowledge of the shape and direction of the Bank Windhoek and CIH Group business.
·        Excellent interpersonal skills / team player.
·        Providing tools to manage market, liquidity and FX portfolio risk drivers.
·        Achieving consistency of methodologies in market, liquidity and FX portfolios across the Bank and Group.
·        Knowledge of Basel III and IFRS.
·        Establishing comprehensive modelling capability.
·        Multi-disciplinary skills – IT, Finance, Economics, Mathematics, ALM and Risk. Financial markets and derivatives knowledge.
·        Programming skills such as SQL, SAS or VBA
 
QUALIFICATIONS
 
·        Post graduate degree or equivalent in B.Sc/B.Com field
·        ACI Dealer certification required
·        CFA or FRM qualification (or studying towards it) will be an advantage.
