Introduction
Responsible for assessing credit applications (within applicable mandate) and managing after care in respect off all credit of allocated branches that do not fall within the specific branches’ mandate. Also responsible for driving and managing the performance of the credit officers with regard to their targets that have been set in their performance contracts. Supports Executive Officer Credit in the development of new credit products to ensure that credit decisions are made promptly and credit policy is clearly communicated to facilitate good customer service.
Job description

1.   Credit Policy and Strategy
·        Responsible for the assessment of credit applications within own allocated mandate and management of after care with respect to allocated branches.
  • Manage branches’ irregular credit with respect to amount and numbers for all asset products
  • Assist in keeping the bank’s Credit Policy and Strategy up to date
  • Key support to Executive Officer Credit with:
§ Continuous evaluation of the credit assessment process to ensure effective and streamlined processes;
§ Execute analytical problem-solving skills and techniques to oversee IFRS 9 provisions, grading methodology and approval frameworks;
§ Develop Bank Windhoek credit risk management model; and
§ Establish procedure manuals and strategies for the department, including advances instruction manual, property finance manual, vehicle & asset finance manual, and collateral manual.

2.   Transformation and Maintenance of Digital and Automated Credit Management
Support Executive Officer Credit to develop and maintain a future fit model for RETAIL CREDIT by executing the need to optimize operations and embrace new technologies, which includes:
  • Uses advanced analytics and modern technology to lead innovation throughout the Credit process;
  • Embrace and maintain digital credit transformation technologies to transform the credit administration
  • Automation of credit analysis and anomaly detection activities by embracing external and internal data sources to develop statistical predictive models
  • Introduces and implements automated credit solutions to lower costs, improve customer segment service and offers, and optimize credit performance

3.   Service
·        Responsible for rendering outstanding service to clients (branches).
·        Conduct regular branch visits and retail client interviews;
·        Provide guidance to Branches and Credit Managers with respect to credit matters

4.   Legal
·        Responsible for assessing accounts transferred to Legal Collections Branch to ensure that all options are being addressed to limit losses for the bank to the minimum.
·        Investigate actions followed by branch for the duration of the account to determine whether some parties were careless or are to blame for potential losses
·        Report instances where staff members acted outside their mandate or where certain actions increased the probability of losses to the bank.

5.   Retail Credit Assessment and Aftercare
  • Assist in the development and maintenance of digitized application and behavioural scores and grades, which are used in the application, provisioning and portfolio management phases;
  • Assist in establishing robust processes for loans approval and that the process ensures that all loans are correctly sanctioned within all the conditions of approval;
  • Ensures compliance to all applicable legislations and regulations;
  • Assist in management of rehabilitation of non-performing;

6.   Reports
·        Responsible for identifying reports pertaining to this position and Job Description.
·        Receipt of monthly reports with respect to irregular credit by allocated branches and the response (via Executive Officer: Credit) thereon

7.   Consulting
·        Ensure availability in a consulting capacity to assist branches where and when the need arises.
  • Assists in identifying training needs to give through to the Learning and Development Department
  • Attend auctions on an ad-hoc basis and deal with issues relating to said auctions

8.   General
·        Must be willing to do any other reasonable and lawful instruction as given to the incumbent by his/her supervisor on time.

Minimum requirements

Experience/Knowledge & Skills
·        Knowledge of the system and processing activities
·        Quantitative skills and understanding to implement digital and quantitative frameworks for retail credit
·        Self-confidence and interpersonal skills
·        10 Years credit experience in a similar position
·        Computer literate: (knowledge of MS Word & MS Excel)
·        Must be in possession of a valid driver’s licence
·        Must have knowledge of the different regions within Namibia
·        Analytical and technical skills
·        Product knowledge.
 
QUALIFICATION
  • Sub-graduate tertiary education in Finance (B.Sc or B.Com in Finance, Quant and Banking).
  • CA, CFA or related will be added advantage
