Introduction
Working closely with the Executive Committee to support the BW Managing Director the COO is responsible for leading strategic efforts to transform banking service operations into a digitally enabled, data driven, automated platform on which Bank Windhoek can scale a winning community in Namibia and beyond. Working with and across the organization, and with the emphasis on continuous support of the Bank’s strategy with customer and employee centricity, ease and security in mind at all times.
Job description
KEY PERFORMANCE AREAS (KPA’s)
1. Strategic Alignment
• Fully participate in the development of the Bank’s overall strategy;
• Develop the operational strategy and objectives of the Bank, ensuring alignment to the overall strategy; and
• Drive continuous innovation at all levels of strategy and operations ensuring that members receive maximum value for their investment and service deliveries with the banks.
2. Achieve Business Performance
• To lead the COO unit consisting of the following areas:
o Information Technology -management of the SLA’s with Group IT;
o Change Leadership;
o Operations Support;
o Property & Maintenance; including physical security
o Payments & E-Channels;
o Processes & Procedures including Capricorn Group activities;
o COO Risk &Control; ensuring a sound control environment for all Bank operations
o Data Quality & MIS.
o Ensures branch and department workflows and structures are adequate for maximum efficiency/profitability and consistent with the organizations business and strategic plans and that the customer experience is paramount.
o Be accountable for the aggregate plan and the general operating model in Bank Windhoek;
• Contribute to Bank Windhoek leadership with dedicated and singular focus on execution and delivery;
• Represent the COO function at Executive Management (EMT) and ensure the correct specialist knowledge is brought in to inform the EMT according to agenda requirements;
• Thinks and plans strategically and converts strategic plans and initiatives into shorter term-operational plans, budgets, performance measures and progress reports across responsible functions with the customer experience as the top priority;
• Ensure that business change projects are delivered in line with directions from EMT level;
• Coordinate the efforts of the different operational areas under management to ensure minimal duplication of efforts, maximum efficiency and to maximise value for money;
• Contribute to the development of business unit strategy for the next 2-3 years by providing a view on potential footprint and branch design strategies and partnerships and an assessment of the existing situation and anticipated changes in the external environment;
• Analyse effectiveness of processes and systems in use in general for Bank Windhoek and recommend corrective action or automation;
• Benchmark productivity of the department and the organization as a whole against industry standards and create measures to improve productivity;
• Review, recommend, sign off and approval of all structures within total approved complement;
• Instituting transparency in operation to engender trust in financial and operational stewardship and to provide the highest level of service to stakeholders; and
• Ensure that members are well informed of the operations of the Bank and continuously updated of all changes affecting them, introduced either by the bank or through legislative changes.
3. Driving Business Direction
• To be an integral part and driver of the strategic planning, capex budgeting and forecasting of business requirements and decision making process;
• Ensure an effective and efficient operating model is maintained;
• Accountable for driving the business model under the COO environment of activities as indicated in 2.1 and the general operating model in Bank Windhoek;
• Serving on various committees including, EMT, BEPC, Hippo, IT SAL, Change Control and Riskco;
• Serve on external committees where applicable, including PAN & BON engagements;
• Build strong relationships with key external stakeholders, Government, suppliers, BON, etc. to ensure correct focus and direction for the bank at operations and technology level;
• Knowledge and understanding of laws and regulations pertaining to the banking industry and ensuring compliance;
• Knowledge and understanding of retail compliance controls, risk management, and loss prevention;
• Ensure that risk is effectively addressed in all aspects of the business under the COO;
• Ensure that a proper infrastructure (building, systems and staff complement) is maintained and developed for the bank;
• Accountable for planning, enhancement, redesign, opening and refurbishment of branches (outlets) in terms of expansion of the business and business plans; and
• Approve and manage staff complements for the COO space.
3. Governance and Compliance
• Monitor the strict adherence to governance and setting world class standards of professionalism across the functions within COO;
• Ensuring the accuracy and integrity of production information, internal controls and management information systems;
• Ensure fraud controls and operational risk prevention principles are integrated within the daily management of the operations function;
• Ensure that risk management policy is complied with (contain operational risk);
• Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements; and
• Ensure that corporate governance principles are adhered to throughout the organization.
4. Financial Management
• Monitors the capital expenditure and budgeting activities ensuring optimization of expenditure;
• Negotiates favourable financial agreements with vendors and service providers without jeopardizing the quality and delivery of agreed terms.
• Manage departmental budgets including signing off of invoices and quotes within mandate; and
• Escalate out of budgets items to the Managing Director for approval.
5. People Management/Leadership
• Build strong relationships with key stakeholders and peers on EMT to ensure the correct focus;
• Ensure the development of a high-performing team through embedding formal Performance Development;
• Determine and analyse training and development needs for managers and ensure they do the same for their teams. Ensure that identified training is budgeted for and executed;
• Establish and maintain a succession plan for the management team in the area using the formal Talent Management process for identified talent and an information process for remaining roles;
• With the support from the HR Business Partner, interview and recruit direct reports and provide support to them during the recruitment of their teams on request;

Minimum requirements
1. Job Specifications
Qualifications
- Min of a bachelor’s degree and/or an Honors in Commerce or related field.
- A Professional Qualification such as CA or CIMA alternatively a master’s degree in Technology or Engineering will be an added advantage.
Experience
- At least 10 years’ experience in business of which 5 years must have been in Senior Management role within financial services operations; and
- Experience in Project management (change), business risk management, technology, General Operations management on senior level for at least 5 years
